This is a stunning close-up cel of The Monster just before his transformation into John.  Facing camera and eyes wide open.  Matted, framed and glazed behind non-reflective glass.  The cel has been trimmed and there is a 1/2cm tear encroaching on one of the hands, non of which is evident in it's current frame.

The image is also very similar to the one used for collector card 21 of 72 in the 'Comic Images' set, published to promote the re-release of the movie in 1999, as seen below and included in the sale.
